only half the NPCs in foothold

sometimes the NPCs don’t spawn in foothold. the placeable ones seem to come up fine, though. it the guards and the like that aren’t appearing. also included is the caravan guy, and the guard that lets you into (and back out from) the pass. it looks like it’s the ones that spawn on entry that aren’t always appearing.

Yup, been known to happen.

Leave the area (IE: Walk into the temple, inn, etc) for a few minutes, and then return. If still not there, repeat and wait longer.

Those guards are Soooooooo Lazy! Never at their posts! See!? And you wonder why the city gets attacked sometimes! 😛

They are on shifts…seriously, they cant all be standing out there ALL the time
